LIBRARY ADMINISTRATION AND USE POLICY

The Board of Trustees shall have direct control over the direction of the library; this includes establishing salary rates, approval of bequests and gifts, preparation of the annual budget and preparation of the annual report given to the city each year.
HOURS: The Library shall be open for public use from 9:30 AM to 5:30 PM on Mondays, Tuesdays, Thursdays, and Fridays. From 9:30 AM to 8:00 PM on Wednesdays, and from 10:00 AM to 1:30 PM on Saturdays. It will not be open on holidays or Sundays. In the event of emergency weather, the library reserves the right to close with notice to area radio stations.
Legal holidays include New Years Day, Christmas Day, Memorial Day, Labor Day, Fourth of July, President’s Day, Columbus Day, Veteran’s Day OR the day after Thanksgiving and Thanksgiving Day. The library shall close any day taken as a holiday by the City of Milford employees.
LIBRARY MATERIALS: Are available to the public without consideration of any protected status. The following rules apply to items borrowed from the Milford Library:

No fines are charged on library materials returned past due (up to 60 days). Items returned after 60 days overdue are addressed in a separate policy.
Patrons may request to be placed on reserve for a specific item and library staff will contact the patron when the item becomes available to them. Items may be renewed up to two times unless a reserve has been placed on the item. After two renewals, patrons must return the item to the library, but can then re-check the item out if necessary. Renewals may be requested via phone, email or any contact method accepted by the library.
Reference Materials: Certain materials and books, plainly marked, shall be used in the library only, and are not available for circulation. These include but are not limited to one comprehensive dictionary, certain local history items of limited availability, and other items deemed appropriate for this restricted category by the Library Director.
Library staff will make a reasonable number (not to exceed 10) of copies free of charge for patrons wishing to acquire information from these restricted materials. This offer will also be extended to underage students doing research for school assignments.
Library staff will offer help in locating resources for students working on homework assignments, but will not offer assistance in completing homework assignments.
Library staff will first help those patrons who have physically come to the library.
Requests received from offsite (via phone, fax, email, or website request forms) will be accepted and researched as time allows.
Staff will assist with the use of any library resource (print, Internet, or other media) as time allows.
Reference interviews will be conducted by staff members in an attempt to locate the most concise information for the patron. Staff members will determine when a search must be terminated due to excessive time demands.
Unanswerable reference questions will be forwarded to the NWILS office for further assistance.
BORROWERS: Library cardholders will be held responsible for all items checked out under their number (library card number/bar code). Cards will be issued free of charge to Milford and Rural Dickinson County residents, and to any person who is a cardholder at an Open Access participating Iowa library. Applicants will be asked to present some form of accepted ID when requesting a library card. Cards will be given to qualified individuals 10 years of age and older. Children under 18 are asked to have a parent or guardian sign for their card. Information connecting patrons to items they have checked out will not be released without a court order.*
COPY MACHINE: A copy machine is available for the public to use during business hours at a cost of 25 cents per black & white copy, 50 cents for color copies. The library is not responsible for any copyright infringement that a patron practices, as it is not our policy to oversee what the patron copies.
FAX MACHINE: Library staff will send faxes for patrons up to ten pages for $3 for the first 2 pages and $0.50 for each additional page sent. Faxes may be received at the library if a patron calls ahead to notify staff and agrees to pay the $0.50 per page fee.
SCANNING: Scanning will be done by the library staff at no charge to the patrons. Emailing of scans will be done by the library staff at not charge.
LAMINATING: The library will provide laminating services. Charges will be $1.00 per 8 ½ by 11 page.
EQUIPMENT: On occasion, certain items (such as a typewriter or overhead projector) may be allowed to circulate offsite for a limited time at the discretion of the Librarian. Patrons may request the use of equipment necessary to use audio/visual materials on-site at the library.
PROGRAMMING: Library staff will offer programs for patrons of all ages and abilities as time and resources permit. These will be publicized on our website, our weekly news column, and other promotional outlets.
CAKE PANS: We have a large cake pan collection that is available for three days use. We ask that patrons bring the cake pans back on time and in clean condition.
MICROFILM READER: The microfilm reader is available for use each day. We have the Milford Mail on microfilm. Patrons are allowed to use this service on a first-come, first-served basis. Patrons must be 18 years of age before they may use the microfilm machine.
HOME DELIVERY: The Milford Library will deliver books and materials to patrons (within city limits) not able to come to the library due to a physical condition, or other valid reasons. We ask that patrons call ahead to allow a few hours for library staff to facilitate either volunteer help or another staff member to cover library duties while someone is sent to deliver the materials. These items are subject to the same circulation rules and procedures.
INTERLIBRARY LOANS: Interlibrary loan is available here at the library as we are a member of the State Library’s Open Access and Access Plus programs. Any patron holding a library card from a participating library may check out materials from the Milford Library. Likewise, a patron of the Milford Library may check out materials from other participating libraries. Through the Iowa Locator, we will attempt to attain materials from other libraries for our patrons which will be delivered directly to the Milford Library. We will facilitate the transaction between our patron and the lending library under the guidelines set forth by the Access Plus program. If a book on loan from another library is damaged, lost, or stolen, it is the policy of this library that the patron using the materials will be held responsible for the cost of replacement set by the lending library.
Patrons are assessed a processing fee of $1 per requested item. This amount is not refundable, but can be transferred to another item if the patron selects a new item to request upon notification that the first request went unfilled. Book clubs and school personnel requests will be an exception to this fee. Items not found in the Iowa Locator will be searched for in the nationwide database and requested via the NWILSA office.
ONLINE RESOURCES: The library subscribes to several statewide databases, Bridges, and local cemetery and newspaper databases. Access to all of these services are provided within the library. Cardholders of the city of Milford, contracting cities and rural members have access to these databases through their library membership via home or mobile internet services.
